Semantic integration of an idea(s) progress into an interactive Timeline ontology. It'd be the fastest way to browse ideas & to see the progress of (a or the) community. Building a Semantic web of ideas will be the most organized way of tracking ideas.
Add creative common license to submission process.

Deviantart has a nice submission process for art, they have an extensive set of catagories & options about protecting art; ideas should be treated with a similar caution.

Giving perspective of the direction our ideas can inhabit will enable us to agree on actual changes towards our common goals. The web enables socialist ideas that in other economies can’t exist. We can make applications that do the jobs of trillions of people, that will directly cut down on transportation pollution. We can give people telecommuting jobs so they can stay in there local communities, building relationships that only help with there self actualization. The web will enable singularity but only with the manpower of the human brain as a collective whole, will we actually be able to accomplish great things.

A mind map interface would be nice for ideas that gather enough momentum. Adding a project management interface with a timecard/tracking widget would also be nice. Especially if there is a mobile interface that lets you drag & drop arrows/symbols as a layer onto the map with normal hiarchy based mapping as the backbone.
